This dataset contains information about individual projects by state agencies through the Governor’s Office of Transformation, Innovation, Management and Efficiency (GO-TIME). Data includes the project name, agency, description, status, cost savings type, non-financial benefits and net savings for the 2015-16 fiscal year. The projects are intended to produce cost savings, efficiency gains, service improvements and other benefits. State agencies are able to reinvest their savings into programs and to offset rising costs in other areas. These efforts have resulted in over $156 million in savings in the 2015-16 fiscal year, exceeding the Governor’s goal of $150 million in savings. With this success, the Governor has now challenged GO-TIME to achieve $500 million in savings by 2020.
GO-TIME uses a standard methodology to calculate cost savings and a project management tool to track agency cost savings estimates and monitor the progress of initiatives on a quarterly basis, ensuring that cost savings are accurately captured and savings goals are achieved.
Actual or estimated expenses are subtracted from savings to determine net project savings. Savings within each year are prorated based on the date of project implementation, with project costs taken in full in the year in which they are incurred.

Lean is a systematic approach to reduce or eliminate activities that don't add value to the process. This approach is based on a set of principles which focuses on customer and encourages a workplace culture of employee engagement and respect for those who do the work. It’s about developing a mindset of continuous improvement and leveraging the knowledge of front-line staff, our subject matter experts, to identify incremental improvements that add up over time.
Governor Wolf is seeking to streamline state services to make them easier, better, and faster to the benefit of the citizens of PA through adopting a Lean culture in PA agencies. The goal is to increase efficiency, remove waste, and to rethink how we do business to improve state services and better meet the needs of our diverse customer base.
While Lean found its roots in a manufacturing environment, specifically through the Toyota Production System (TPS), the concepts and tools and have been successfully applied across all industries. Having previously implemented Lean in his private business, Governor Wolf is currently working with commonwealth agencies to embrace Lean at an enterprise level and ensure front line employees have a voice to challenge the old way of doing business.”
