Recommendations for advancing the digital skills of adult workers in Pennsylvania, provided by the 2021-22 Workforce Innovation Network Pennsylvania team. This planning is made possible through a grant from the National Governors Association.
With continued technology advancements and shifts to remote work and digital engagement,
addressing the digital divide is key to ensuring equitable economic participation for all Pennsylvanians.
Lack of technology access has been a long-known barrier to education and employment opportunities, but the limitation of in-person activities and shift to remote interactions during the COVID-19 pandemic shed light on how large, and how critical, the digital access and opportunity gap is. When people lack access to technology, it denies them the opportunity to participate in essential life activities, including:
• Education access across the K-12 and postsecondary sectors;
• Entry to employment, including finding a job and using online application platforms, as well as
basic technology skills qualifications;
• Opportunities to work remotely;
• Access to telemedicine for both physical and behavioral health needs;
• Participation in civic life and access to government services;
• The ability to stay connected with family and friends.

Agriculture has guided Pennsylvania's economic growth and cultural development and has profoundly shaped the lands and people of the Commonwealth. The 1850 Federal Decennial Census was the first time in history that data was collected on agricultural production at a national scale. The census manuscripts for Pennsylvania were digitized by PHMC from the original documents in the collections of the National Archives and Records Administration.
This dataset includes agricultural production data compiled from Schedule 4 - Productions of Agriculture of the 1850 census and aggregated at the county and municipality level.
The visualization combines a timeless practice with the latest advancements in technology. The interactive map of Pennsylvania depicting the value of farms and amounts of livestock provides users with a glimpse into agricultural life in 1850.

CEMS is a database used by the Pennsylvania Department of Environmental Protection to monitor key pollutants and/or operational parameters to demonstrate compliance with emissions standards or operational criteria as stipulated in a plan approval, operating permit, or order.
The owner or operator of a source may be required to install and operate a PA DEP certified continuous emission monitoring system (CEMS) to satisfy a condition in a plan approval, operating permit, or order. CEMS data is used to demonstrate compliance with emissions and data availability standards. Generally speaking, a CEMS is the total equipment necessary for the determination, collection, and reporting of a pollutant or parameter in the applicable units of measurement. It includes the measurement interface, all necessary measurement devices and associated calibration and data handling apparatus and procedures. Systems are evaluated on an individual basis and the PA DEP does not maintain an approved list of equipment.

Most of the CEMS related activity takes place in the CEM Data Processing System (CEMDPS). Regulated entities construct work items in the CEMDPS that are submitted to the PA DEP for review. The owners or operators of PA DEP certified CEMS are required to submit emissions data to the Department through the CEMDPS each calendar quarter. The PA DEP reviews the emissions data and generates a report which is provided to the owners or operators of the regulated source. The hourly emissions data submitted by the owners or operators of the source will be reviewed by the PA DEP and ultimately provided to the public through the Open Data Porta on the www.pa.gov website. This data will be updated quarterly.
