RCRAInfo is an information system constructed and maintained by EPA to support the national hazardous waste program as defined by the Resource Conservation and Recovery Act (RCRA). The system is used by States and Regional/Headquarter EPA, to gain insight into the management of the hazardous waste program at both the state and national level.

Hazardous waste information is contained in the Resource Conservation and Recovery Act Information (RCRAInfo), a national program management and inventory system about hazardous waste handlers. In general, all generators, transporters, treaters, storers, and disposers of hazardous waste are required to provide information about their activities to state environmental agencies. These agencies, in turn pass on the information to regional and national EPA offices. This regulation is governed by the Resource Conservation and Recovery Act (RCRA), as amended by the Hazardous and Solid Waste Amendments of 1984.

The public may use the RCRAInfo Search to determine identification and location data for specific hazardous waste handlers, and to find a wide range of information on treatment, storage, and disposal facilities regarding permit/closure status, compliance with Federal and State regulations, and cleanup activities.

The Western Pennsylvania Regional Data Center provides a shared technological and legal infrastructure to support research, analysis, decision making, and community engagement. It was created in 2015 and is managed by the University of Pittsburgh Center for Urban and Social Research, in partnership with Allegheny County and the City of Pittsburgh. The Data Center would not be possible without the trust of our partners and support from the Richard King Mellon Foundation, The Heinz Endowments, and the University of Pittsburgh.

The University Center has long served as a community information intermediary in Allegheny County. Information intermediaries help people find and use information to improve their communities. The Data Center is one in a long line of initiatives of the University Center in this intermediary role. From 2005-2014, the Center operated the Pittsburgh Neighborhood and Community Information System, is home to the Pittsburgh Today regional indicators initiative, and recently launched the Southwestern Pennsylvania Community Profiles community indicators project.

Over time, the University Center realized that the broader use of data in the region was inhibited by the lack of a legal infrastructure, technologies that did not support the dissemination of raw data, incomplete data documentation, and a lack of capacity for managing information in a fragmented political environment. The Data Center provides this infrastructure while institutionalizing the role of a data intermediary within a regional open data infrastructure. We are often asked by people in other cities to talk more about the Regional Data Center. We’re happy to do so, and we find that everyone gets the most out of these conversations by first reviewing our document containing lots of background information about the project.

In Pennsylvania, as in many other places, job-seekers and employers face the shared challenge of a worker shortage. There are currently more job openings than there are available workers to fill them. Both job-seekers and employers must overcome significant barriers for Pennsylvania to close that gap. Five key barriers have been identified through the Command Center's work: child care, transportation, training, reentry, and professional licensure.

Our workforce demands are driven by the companies that make up our commonwealth. Knowing how and where growth is happening in a constantly evolving economy is critical to moving Pennsylvania forward.

Pennsylvania faces a changing economy that's placing new demands on our workers and businesses. Employers are hiring, but the job-skills gap in today's workforce too often leads to a shortage of qualified job candidates. At the same time, too many workers are employed in low-wage jobs and lack the training they need to compete for in-demand careers. To meet these common challenges, state government, the education sector, labor, and industry must all work together to close the skills gap and build a well-trained workforce.

Pennsylvania's current low unemployment rate has created a tight labor market with a shortage of job applicants. Looking ahead, slow population growth and an anticipated surge in retirements present an urgent need to attract more skilled workers to our commonwealth, retain the ones who are already here, and prepare the next generation of workers for in-demand careers.

The Workforce Innovation and Opportunity Act (WIOA) is a federal act passed in 2014 designed to help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy. WIOA ensures that employment and training services provided by the core programs of employment services, workforce development, adult education, and vocational rehabilitation activities are coordinated and complementary so that job seekers acquire skills and credentials that meet employers' needs.

The data submitted reflects the number of trainings of Pennsylvania workers offered by DCED and its affiliate programs in Fiscal Year 2015-2018

The data depicts each training opportunity completed by individuals through Industry Partnership training funding by Program Year (PY). The file includes all training and the number of individuals that benefited from the training and the workforce development area in which the industry partnership is organized. The data show the amount of training that is driven by employer demand to ensure PA’s employers remain competitive and workers retain employment and enhance their career opportunities.
