2 . Employed and Confirmed Competitive Integrated Employment (CIE) "The CHC-MCO must use the following definition for Competitive Integrated Employment:
Work performed on a full or part-time basis (including self-employment) for which a person is: (1) Compensated at not less than federal minimum wage requirements or State or local minimum wage law (whichever is higher); (2) At a location where the employee interacts with people without a disability (not including supervisory personnel or people who are providing services to such employee); and (3) Presented, as appropriate, opportunities for similar benefits and advancement like those for other employees without a disability and who have similar positions.
Note: The total number of hours employed is reported as disclosed by the participant."
3 . HCBS Authorizations (For Employment Service on PCSP) : "A participant's PCSP had one of the defined employment services on their PCSP during the reporting month.
For this data element, the CHC-MCO should indicate if the employment service is being provided by the MCO. Authorizations includes following employment services provided by MCO: (1) Benefits Counseling , (2) Career Assessment, (3) Employment Skills Development, (4) Job Finding, and (5) Job Finding"
4.Total Unique HCBS Participants Aged 21-64 :Community Health Choices (CHC) Home and Community Based Serivces (HCBS) waiver participants for particular age group are derived from quarterly standard enrollment report using distinct count logic. Age is calculated based on the first day of the period to capture people who were 64 but turned 65 within that period.
Employment Outcomes of Pennsylvanians with Disabilities – Department of Human Services (DHS) Employment Programs
1. Community HealthChoices (CHC) Participants with employment documented on the Person Centered Service Plan (PCSP) as a goal
2. Participants employed broken out by Community HealthChoices - Managed Care Organization (CHC-MCO )
3. CHC participants confirmed with Competitive Integrated Employment (CIE)

CIE - Competitive Integrated Employment
The Governor’s Cabinet for People with Disabilities was authorized by Act 36 of 2018. It charges members with, among other things, consistent collection of data and the enforceable sharing of data.
Act 36 of 2018 also charges state agencies, among others, with developing clear outcome expectations for employment that include annual baseline employment data and specific percentage goals for individuals with a disability gaining competitive integrated employment. Each agency is to complete an assessment of its progress toward meeting these goals annually and ensure that the information is publicly available and posted on its publicly accessible Internet website.
By hosting some of its employment first data on this publicly accessible dashboard DHS is working towards meeting its obligations under Act 36.
