To be eligible for Attendant Care Services, you must:
Be a resident of Pennsylvania
Meet the level of care needs for a Skilled Nursing Facility
Be between eighteen (18) and fifty-nine (59) years of age
Be capable of a) hiring, firing, and supervising attendant care worker(s); b) managing your own financial affairs; and c) managing your own legal affairs
For the Medicaid Home and Community Based Waiver Services Attendant Care Program, meet the financial requirements as determined by your local County Assistance Office.
Have a medically determinable physical impairment that is expected to last of a continuous period of not less than twelve (12) calendar months or that may result in death
To take advantage of the Attendant Care Act 150 Program, you may be assessed a minimal co-payment. This co-payment is based on your income and will not be more than the total costs of services
Services that may be available to you include:
Community Transition Services (available only through Medicaid Home and Community Based Waiver Services)
Participant-Directed Community Supports
Participant-Directed Goods and Services

The Omnibus Budget Reconciliation Act (OBRA), also known as the Nursing Home Reform Act of 1987, has dramatically improved the quality of care in the nursing home over the last twenty years by setting forth federal standards of how care should be provided to residents.
Independence Waiver
If you are an adult with a severe physical disability, the Independence Waiver may be able to help you live or remain in the community and remain as independent as possible.
To be eligible for the Independence Waiver you must:
Be a Pennsylvania resident
Be 18-60 - Individuals that turn 60 while in the waiver will be able to continue to receive services through the Independence Waiver.
Individuals who are physically disabled (but not individuals with an intellectual disability or have a major mental disorder as a primary diagnosis, or who are ventilator dependent), who reside in a Nursing Facility (NF) or the community but who have been assessed to require services at the level of nursing facility level of care.

While STEM graduates aren't the only contributors to PA’s innovation economy, the number of STEM degrees awarded each year serves as a proxy for the labor pool’s interests and its level of skill development and sophistication (Milken 2018 Report).
As businesses grow in PA, they need skilled and well-educated workers who are prepared for the innovation economy. STEM degree programs help equip students with the knowledge and skills they need to enter the workforce and be successful in a tech-driven, global economy. (PA Department of Education).

This is part of the annual budget proposed by the Governor and altered or approved by the General Assembly. The three DCED programs highlighted—the Ben Franklin Technology Partners, Manufacture PA, and Partnerships for Regional Economic Performance (PREP)—are central to fostering the Commonwealth’s entrepreneurial community and emerging technology companies, often providing necessary capital before the private market can feasibly be expected to step in.
Note re Small Business Assistance/PREP (red series): In FY 2011, Industrial Development Assistance Local Development Districts, Small Business Development Centers, and Industrial Resource Centers were consolidated into Partnerships for Regional Economic Performance (PREP).
Note re Manufacturing PA (green series): In FY 2017-18, the Manufacturing PA line item was created at $12M. That line includes the Industrial Resource Centers (IRCs). The Inc. 5000 is an annually released list that tracks the 5,000 companies in the U.S. that are experiencing the highest revenue growth. Of those companies on the 2020 list, 188 are headquartered in PA.
The literature shows that high growth firms (defined as firms experiencing 20% or greater compound annual revenue grown over 3-years) are responsible for a significantly outsized contribution to economic growth and job creation. It also suggests that small, young, and knowledge-based firms are much more likely to achieve the levels of high growth seen on this list.
