State and county agencies and entities providing publicly funded education, training, employment and related services and long-term services and supports for working-age Pennsylvanians with a disability shall review their respective policies relating to payment of service providers, including supports coordinators, to align payment policies with the requirements of Employment First. Financial incentives, when allowable under Federal funding rules for employment services, shall be granted to providers who support the placement and continued employment of individuals with a disability in competitive integrated employment. -Act 36 [Public Law 229] Signed into Law June 19, 2018

The Office of Developmental Programs (ODP) serves individuals with an intellectual disability or autism. In support of the Employment First Act and Everyday Lives philosophy, ODP provides services that support an individual to obtain and maintain competitive integrated employment as the "first consideration and preferred outcome." Each individual enrolled with ODP has an Individual Support Plan (ISP) developed using Person Centered Planning. Whether an individual has an employment goal is captured in their ISP, which is updated at least annually, or more often if needed.

Some examples of an employment goal are exploring competitive integrated employment, increasing or decreasing hours of current employment, changing jobs, or career advancement. The number of individuals in competitive integrated employment is captured by the Supports Coordinator when conducting Individual Monitoring. The frequency of Individual Monitoring varies depending on the program in which the individual is enrolled.

The Governor’s Cabinet for People with Disabilities was authorized by Act 36 of 2018. It charges members with, among other things, consistent collection of data and the enforceable sharing of data.
Act 36 of 2018 also charges state agencies, among others, with developing clear outcome expectations for employment that include annual baseline employment data and specific percentage goals for individuals with a disability gaining competitive integrated employment. Each agency is to complete an assessment of its progress toward meeting these goals annually and ensure that the information is publicly available and posted on its publicly accessible Internet website.
By hosting some of its employment first data on this publicly accessible dashboard DHS is working towards meeting its obligations under Act 36.
