In Pennsylvania, as in many other places, job-seekers and employers face the shared challenge of a worker shortage. There are currently more job openings than there are available workers to fill them. Both job-seekers and employers must overcome significant barriers for Pennsylvania to close that gap. Five key barriers have been identified through the Command Center's work: child care, transportation, training, reentry, and professional licensure. 

Child Care

Without access to affordable, high-quality child care, parents and guardians face barriers to gaining employment and succeeding in the workplace. The data presented here provide insight into these barriers by reporting the number of children on the Department of Human Services' Child Care Works waiting list and mapping the availability of child care facilities throughout the state. Access to transportation can be a challenge for workers and job-seekers in all areas of the commonwealth. The map presented here focuses on one aspect of this challenge: availability of public transit services and reduced-fare programs. To help address the barrier to employment posed by employers' and job-seekers' limited awareness of training opportunities, this map presents information on employment and training programs supported by the Department of Human Services (DHS). Employers and job-seekers may find this map to be a useful resource for identifying local programs that help individuals eligible for Temporary Assistance for Needy Families (TANF) or the Supplemental Nutrition Assistance Program (SNAP) start and succeed on a career pathway.  


Formerly incarcerated individuals are often skilled workers seeking employment. Despite their qualifications and an abundance of unfilled jobs, reentrants face significant barriers to employment, such as reluctant employers, stigma, and lack of access to identification and vital records. The data presented here highlight both the vocational training that inmates receive from the Department of Corrections (DOC) while incarcerated, as well as the employment outcomes of reentrants who have returned to the community. 


In some cases, professional licensing requirements can impose unnecessary burdens on individuals seeking employment. These burdens potentially affect a considerable share of the Pennsylvania labor force. As this map shows, over 700,000 professionals—living in all areas of Pennsylvania—hold an active occupational license or professional certification from one of the state's 29 independent licensing boards and commissions.
