Research has shown that investment in the creative sector helps revitalization, innovation and helps stimulate economies in both the rural and urban communities. Historically, Black, Indigenous and People of Color (BIPOC) and rural communities have suffered from underinvestment and disinvestment. The program measure is increased investment via grants to BIPOC and rural communities, calculated as a year-over-year change in the amount of investment.
