This measure is the average days to pay an invoice related to a purchase order.  The averages are calculated from the day the commonwealth receives the invoice to the day Treasury sends the payment.

This measure is the average days to pay an invoice related to a procurement other than a purchase order (grant, direct charges, etc.).  The averages are calculated from the day the commonwealth receives the invoice to the day Treasury sends the payment.

This measure represents the total dollar amount of improper payments that were identified and intercepted by Comptroller Operations during the period.  An improper payment is when funds go to the wrong payee, the payee receives the incorrect amount of funds, or the payee receives the funds at the wrong time.
