Governor's Executive Budget Program Measures

Percentage of voter registration applications submitted by calendar year through the online voter registration process
The Bureau of Election Services and Notaries oversees voter registration for the commonwealth. In that capacity, the bureau has the responsibility to develop and coordinate statewide implementation of voter registration. The primary goal and outcome are to increase the percentage of voter registration applications submitted electronically which provides voters with more registration opportunities and increases the number of Pennsylvania residents registered to vote.
Percentage of mail ballot applications submitted by calendar year through the online process versus through paper submission
The Bureau of Election Services and Notaries oversees the commonwealth's electoral process. In that capacity, the bureau has the responsibility to develop and coordinate statewide implementation of the election code. Mail-in ballots do not require an excuse. Absentee ballots may be used by domestic voters who will be absent from their municipality on election day due to work or vacation, voters who are celebrating a religious holiday, and voters such as college students who also may be away from the municipality on election day if they don’t choose to vote where they go to school. Absentee ballots are also for those who are unable to attend their polling place due to illness or physical disability. The primary goal and outcome are to improve the administration of elections throughout the commonwealth through the increased use of mail-in voting to expand the opportunity to participate in the electoral process.
Number of inspections and investigations completed
The Bureau of Enforcement and Investigations conducts investigations on behalf of the 29 professional licensing boards and commissions and facility inspection enforcement actions including the issuance of civil citations and summary imposition of fines. The primary goals and outcomes are to reduce the number of complaint-driven inspections by increasing compliance on routine inspections to enhance public safety and to reduce processing times for investigations.
Percentage of charities filings online
The Bureau of Corporations and Charitable Organizations maintains registration and financial information on over 13,000 charities soliciting in the commonwealth as well as more than 500 professional solicitors and fundraising counsels. The primary goal and outcome are to increase the percentage of online filings which expedites the process and ensures accuracy of information.
Number of wrestling, professional and amateur boxing, kickboxing, and mixed martial arts events
The State Athletic Commission (SAC) provides oversight for professional and amateur boxing, mixed martial arts (MMA) and kickboxing/muay-tai events, as well as the licensing of wrestling promoters within the state of Pennsylvania. The primary goals and outcomes are to increase the number of events each year and continue to ensure the health and safety of the public and licensing community through well-regulated events and strict oversight.
